NCR is not one city but a cluster of cities that sit in different states. Delhi is its own territory, Gurugram and Faridabad are in Haryana, and Noida and Ghaziabad are in Uttar Pradesh. A distributor serving the whole region, or a manufacturer with a plant in Manesar or the Noida industrial belt and a sales team in Delhi, quickly ends up with locations on both sides of a state border.
Under GST, each place of business in a different state generally needs its own registration, and goods moving between your own registrations can carry tax and documentation consequences that a single-location setup never meets. Many NCR businesses first notice the problem as a reconciliation headache: stock shown in one location, invoices raised from another, and month-end spent matching them up in spreadsheets.
