What should a Qatari employer expect from a Zoho People consultant?
A Zoho People consultant helps a Qatari employer keep one reliable record per employee: Qatar ID, passport and residence permit dates with renewal alerts, the right shift pattern for office, site or hotel staff, nationality data that supports Qatarization reporting, and approved attendance passed cleanly to whoever runs payroll and WPS files. Employment law questions stay with a qualified HR or legal advisor.

Qatari HR teams often run a workforce that is mostly expatriate, spread across head office, project sites, hotels or facility contracts, with documents that must stay valid for people to keep working. The record of who holds which Qatar ID, which permit expires when, and who worked which shift tends to be split between HR spreadsheets, site timekeepers and the payroll provider.
I work remotely with Qatari employers to make Zoho People the internal HR record those other processes draw on. I configure the rules your policy already sets; Interpreting Qatar's labor law is not my role: your HR or legal advisor rules on entitlements, contracts and gratuity, and I build what they confirm.
I scope each item around your employing entities, your mix of office and field staff, and the payroll route you already use.
Qatar ID, passport, residence permit, health card and professional license records per employee, with renewal reminders to HR at lead times you choose and a status that shows when a renewal is in progress.
Shift templates for head office, project sites, hotels and facility contracts, including night and split shifts, with site supervisors approving attendance before it reaches HR.
Nationality, entity, job family and status fields kept consistent so that headcount reports supporting Qatarization discussions can be produced without a manual spreadsheet exercise each time.
A monthly package of joiners, leavers, unpaid absence, overtime and allowance changes for your payroll system or provider, which then prepares salary files for the Wage Protection System.
Tasks from offer acceptance through medical, ID issue and site induction, assigned to HR, government relations, IT and the line manager, so new joiners are not waiting on a forgotten step.
Mobile self-service for leave, attendance and document requests, tested with field staff who may use the app in Arabic or English, with HR trained to support it.

For an expatriate employee in Qatar, a valid Qatar ID and residence permit underpin almost everything else: working on a site, opening a bank account, renewing a driving license. When renewals slip, the consequences land on HR and the line manager at short notice. Many employers I talk to track these in a spreadsheet maintained by one government relations officer.
In Zoho People I usually set up documents as dated records attached to each employee rather than as loose fields, because that allows several documents of the same type, a history of renewals and alerts per type. The design decisions I settle with HR:
Renewals themselves happen through government channels. Zoho People keeps the internal calendar honest; it does not file anything. Because reminder features differ between plans, I confirm them on your account rather than assuming.
Qatar's workforce is heavily weighted toward contracting, hospitality and facility services, where very few people work a simple nine-to-five. A single default schedule will not survive the first week. The working week for most employers runs Sunday to Thursday, but site crews, hotel staff and security teams follow rotations, and Ramadan and the summer months bring changed hours. The authorities announce seasonal restrictions on outdoor midday work; your HR advisor should confirm what applies each year, and I make sure the system can reflect it without editing every employee.
The attendance design I usually propose:
Where an employee is deployed to a client's facility, I add the client site to the record so headcount by contract can be reported. That matters for manpower supply contracts that bill per head or per hour, and it gives finance a cleaner basis for integration with billing.
Qatarization policy encourages the employment and development of Qatari nationals, and expectations differ by sector, with government-linked entities and certain industries more closely involved. I do not advise on targets or obligations; your HR leadership and advisors own that. What I can make sure of is that the internal data needed to answer questions is reliable.
In practice that means:
With that in place, a report by entity, nationality and job family is a filter, not a project. If the numbers then disagree with what an external platform shows, there is a specific record to investigate. For deeper reporting across HR and finance, the data can be passed to Zoho Analytics, which I design as part of the wider Zoho setup for Qatar.
Salaries in Qatar are paid through the Wage Protection System, which requires employers to pay through banks or approved channels and submit salary information in the required format. Zoho People does not produce those files. Payroll software, a payroll provider or your bank's tooling does. Whether Zoho sells its own payroll product to Qatar-based organizations, and whether it would fit your contracts, is something to confirm with Zoho directly; if not, your existing payroll route stays.
What Zoho People should deliver is a clean monthly input. I agree its contents with HR and payroll before go-live:
The first live month runs alongside your current method so that differences show up before they reach employees. End-of-service, leave pay and overtime rates are policy and law questions for your advisor; I configure what they confirm and document where each rule came from, which helps when the opening data migration or an audit is reviewed later.
Zoho People suits many small and mid-sized Qatari employers as their HR record. A few situations call for something else, or something alongside it:
If you are still choosing, I can compare options independently as part of an evaluation. The Qatar hub and my ERP consulting page for Qatar describe how I work with Qatari businesses more broadly.

Yes. I set each document up as a dated record with reminders to HR and government relations ahead of each expiry, and a renewal status that closes the alert once the new document is recorded. The renewal itself still goes through the government process. Alert options depend on your plan, so I test them during setup.
No. WPS files come from payroll software, a payroll provider or your bank. Zoho People supplies the inputs: joiners, leavers, unpaid absence, approved overtime and allowance changes. Confirm with Zoho if its payroll app can be used for your Qatar organization; if it cannot, I define the handoff to the payroll route you already use.
Yes. I build shift templates per workforce group, with seasonal variants for Ramadan and summer hours that HR switches on for the period. Supervisors approve attendance before it becomes a payroll input. The hours themselves follow your policy and current announcements, which your HR advisor should confirm.
No. Entitlements and end-of-service calculations are employment law questions for a qualified HR or legal advisor in Qatar. Once they confirm your policy, I configure leave types, accruals and approval routes to match it, and I record the source of each rule so it can be reviewed later.
No. I work remotely, with workshops over video, recorded training for HR admins and managers, and a shared issues log. Field staff self-service is tested with a small group from a site before wider rollout. On-site support can be discussed by arrangement if your rollout needs it.
Every business is different. Share where you are today and what you want to fix, and I’ll tell you honestly whether and how I can help.
