A Google Ads consultant for Norway builds and manages search campaigns for a small, competitive market where every wasted click counts. Norway packs a small population into a very long country, and many of its B2B buyers work in sectors where a single contract is worth a lot. Auctions for commercial keywords can be competitive, the pool of searchers is limited and a careless broad match setting can burn through a monthly budget on queries that were never going to buy.
Working remotely, I help Norwegian companies plan, set up and manage Google Ads around commercial intent. Most Norwegian commercial searches are written in Bokmål, but Nynorsk users are concentrated in parts of western Norway, and public bodies there may publish in it. Where your buyers include those regions, I check whether Nynorsk forms of key terms carry real search volume before adding them. English matters too: energy, maritime, software and engineering buyers often search for technical products and services in English, including people working in Norway for international groups.
The account structure follows those patterns. Bokmål and English keywords sit in separate ad groups with their own ads, so a Norwegian query is answered in Norwegian and an English query in English. The language setting in Google Ads is based on user signals rather than the query, so I generally tick both Norwegian and English in that setting and steer language with keywords and ad text.
Spelling needs attention. People type ae, o or aa when a keyboard lacks æ, ø or å, and Norwegian compounds can be written as one word or two. Close variants catch some of this, but not reliably, so I check search term reports for gaps.
Negative keywords protect a small budget. Typical Norwegian negatives cover vacancy searches (jobb, stilling), pay research (lønn), free offers (gratis) and training (kurs), together with Swedish and Danish spellings that can pull in neighbors' searches. A national campaign in Norway hides large regional differences. Oslo and the surrounding counties hold much of the corporate and public sector demand, Stavanger and Bergen carry a strong energy and maritime presence, Trondheim has its technology and research cluster, and northern Norway has fishing, aquaculture and long travel distances that affect any service needing a site visit.

Cross-border searches from Sweden are another consideration. Norwegian consumers have a long habit of shopping across the border, and Swedish retailers advertise to them. If you compete with them, your ads need clear Norwegian pricing, delivery and returns terms.

Norwegian B2B accounts often produce a modest number of conversions each month. Automated campaign types need data to learn, and with little of it, Performance Max tends to spread spend across display, video and audience placements that are difficult to evaluate. For lead generation I normally start with search, give it time to build reliable conversion history from the CRM, before trialing Performance Max with brand exclusions and a side-by-side comparison.
Online retailers with a solid product feed are a different case. There, Performance Max and Shopping can earn their place, provided product data, prices and stock status in the feed are accurate and match the store.

Norway is outside the EU but inside the European Economic Area, so GDPR applies and Google treats Norwegian users as EEA users for its consent requirements. Norwegian rules on electronic communications also generally require consent for non-essential cookies. In practice, consent mode needs to be configured with your consent banner, and a share of visitors will not be measured directly. The Norwegian data protection authority has been active on tracking questions, so your data protection lead or lawyer should approve the setup. For project businesses that quote before they win, the quote stage is often the most useful signal, because the final order may come much later. Enhanced conversions can improve matching but involve hashed personal data, so they need the same legal approval first.

Some Norwegian sectors have unusually strict advertising rules. Alcohol advertising is broadly prohibited in Norway, gambling is largely reserved for state-controlled operators, and marketing of consumer credit faces specific requirements. Health and pharmaceutical products carry both Norwegian rules and Google's own policies. Before building anything in these areas, I compare your category against Google's current advertising policies, and your legal advisor confirms what Norwegian law allows.
Pacing follows the Norwegian year. Business activity slows noticeably during the common summer holiday, often called fellesferie, and again around Easter and Christmas, while some consumer and travel services peak at those times. I plan budgets monthly, watch spend against plan within the month and move money toward campaigns that produce qualified inquiries. I do not forecast a cost per lead, because competition, offers and conversion rates vary too much to promise one honestly.
The account stays in your company's name, including billing in your chosen currency, tags and conversion history. I log in with access you control, every edit appears in the account's own history, and the structure is documented so someone else can take over. Only where your buyers use it and search data supports it. Most commercial searches are in Bokmål, but some regions and public organizations in western Norway use Nynorsk. I check the volume for your key terms before adding Nynorsk ad groups, and native writers on your side or a partner produce that copy.
Auction prices reflect how many advertisers compete for a limited pool of searchers and how much a customer is worth to them. In sectors with high contract values, that competition can be strong. I cannot change the market, but tight keywords, negatives, regional targeting and CRM-based bidding make sure the clicks you buy are worth more.
