How does Zoho People fit alongside a Belgian social secretariat?
In Belgium, payroll and most social declarations are usually handled by a social secretariat, so Zoho People works as the daily HR layer beside it: employee records, leave and absence, schedules, onboarding and reviews, with an agreed monthly feed to the secretariat. Work regulations, joint committee rules, language requirements and works council involvement are confirmed by your advisor first. I design and test the setup remotely, independent of Zoho.

Belgian employers rarely run payroll themselves. A social secretariat calculates pay, files declarations and keeps up with sector rules set by the joint committee. What it does not do is manage the daily HR flow inside the company: leave requests, absence notifications, schedules, onboarding and reviews. That is the gap Zoho People can fill.
The design has to respect Belgian specifics, from the work regulations and replacement holidays to the language in which employment documents must be issued.

Most Belgian employers outsource payroll and related social declarations to a social secretariat. The secretariat calculates pay according to the employee's joint committee and contract, handles declarations to the social security authorities, such as registering starters and leavers, and produces the payslip. Those are specialist tasks, and Zoho People should not try to replace them.
Where Zoho People helps is upstream. HR events that the secretariat needs each month, such as absences, schedule changes, new hires and departures, often arrive by email, spreadsheet or phone call. Errors and late changes cause corrections on the next payslip and frustrated employees.

Zoho does sell a payroll application in a few markets; ask Zoho whether Belgium is among them for your account, though a secretariat will most likely remain in place either way. Payroll journals then reach Zoho Books for Belgian companies or your accounting package as the secretariat provides them.
Belgian leave rules have features that a generic HR setup does not anticipate. Annual leave entitlement is linked to work performed in a reference period, holiday pay arrangements differ between categories of workers, and there are short leave types for specific family events. When a public holiday falls on a day an employee would not normally work, a replacement day may be due under rules that your advisor should confirm for your workforce.
The secretariat or holiday fund often calculates the underlying entitlement. Zoho People then needs to:
Sickness reporting follows your work regulations, including how employees notify absence and provide certificates. Medical documents are restricted to HR roles, and managers see only the absence dates. The engagement runs in English, while the employee-facing text is prepared in the language your advisor specifies and checked by native speakers.
Belgian employers keep work regulations that describe, among other things, the working schedules in use. Part-time schedules and how they are recorded also have formal requirements. Your legal advisor will know what applies, but the practical consequence for Zoho People is that its schedules should match the official document rather than drift from it.
I build schedules directly from the regulations: each named schedule becomes a shift pattern, and employees are assigned to the one their contract references. Changes to schedules then follow your procedure for updating the regulations, rather than being edited informally by a manager.
Consultation bodies matter too. Depending on size and sector, a Belgian employer may have a works council, a committee for prevention and protection at work, a union delegation, or none of these. Introducing a system that records attendance, or that could be used to monitor staff, may require information or consultation, and changes to the work regulations have their own procedure. Belgian language legislation can determine the language in which employment documents and communications must be issued, based largely on where the workplace is located. A company with sites in Flanders, Wallonia and Brussels may therefore need different languages for different employees, regardless of the language used in head office. Which rules apply to your organization is a legal question for your advisor, and the consequences of getting it wrong can be serious, so it should be settled before templates are written.
