The river, the provincial line and who you can serve

The Ottawa-Gatineau region is one market in daily life and two provinces in law. A campaign set to a radius around downtown Ottawa reaches Hull and Aylmer as readily as Kanata or Orléans, and Google's default location options can also show ads to people who merely show interest in the area. For many advertisers that spillover is harmless. For others it buys clicks they cannot accept.

Licensing is the usual reason. Quebec has its own licensing regime for construction contractors, and health and other regulated professionals are generally licensed province by province, so an Ottawa renovator or clinic may not be able to take a client from the Quebec side.
