A Belgian Meta campaign is really two or three campaigns pretending to be one. People in Ghent and people in Liège scroll the same apps, but they read different languages, react to different references and often expect different offers. An ad shown in the wrong language, or written in the French of Paris or the Dutch of Amsterdam, tells a Belgian reader the brand was not thinking of them.

Belgian retailers, service firms and employers, along with foreign brands opening up Belgium, use me as an independent, remote specialist for Facebook, Instagram and WhatsApp advertising. Wording in French, Dutch or German comes from bilingual people on your staff or a Belgian agency, and our own meetings are held in English.

When Meta fits a Belgian business, and when it does not

On Facebook and Instagram the advert has to create the wish to act, since nobody arrived looking for you. Belgian advertisers for whom that is realistic include:

  • Consumer brands, webshops and retailers with products that show well in images and short video.
  • Local services such as renovation firms, solar and heat pump installers, clinics, fitness studios and driving schools.
  • Employers recruiting for logistics, care, hospitality, construction and technical roles.
  • Events, trade shows, courses and open days with a clear date.
  • Business-to-business companies that want to retarget website visitors at a lower cost than on professional networks.

It struggles with products bought only after a specific search, with purchases made by a handful of specialists inside large organizations, and with teams that cannot respond to leads in both languages. A lead from Wallonia that waits two days because the only French speaker on the sales team is on leave is a lead wasted.

The decision about what Meta is for, set against Google Ads in Belgium and LinkedIn advertising in Belgium, is put on paper before spending starts, together with the evidence that would change it. Whether you can answer in both languages is part of that decision.

French and Dutch creative written for Belgian readers

Meta lets you target by location and by language, and in Belgium the two together matter. A Flemish campaign shown in Dutch to people in Flanders, and a francophone campaign shown in French to people in Wallonia, are straightforward. Brussels is not. It is officially bilingual, home to a large international population, and many residents use French, Dutch, English or another language at home. I usually give Brussels its own decision: language-targeted ad sets for French and Dutch, and sometimes an English version for international audiences.

The copy itself should be Belgian, not borrowed from neighbors:

  • Belgian French and Belgian Dutch vocabulary differs from France and the Netherlands in everyday words, product names and tone.
  • Prices, VAT presentation, delivery terms and contact details should reflect Belgium.
  • References to towns, regions and local habits should match the community reading the ad.
  • The instant form, landing page and follow-up must all continue in the language the ad started in.

The French, Dutch and German wording is never mine: it is produced by bilingual staff or a Belgian agency, and my part is the brief, the comparison design and the campaign layout around it. For German-speaking East Belgium, a small separate set of ads is worth considering only if you can serve customers there in German.

Instant forms, landing pages and WhatsApp in two languages

Lead capture has to work in each language, which doubles the places it can go wrong. For every campaign I choose a destination on purpose.

Meta's own forms fit a free estimate or a callback. Each language gets its own form with a confirmation step, the postcode comes first so you can see whether the address is in your area, and one multiple-choice question sorts serious requests from idle ones. The confirmation screen says, in the right language, when someone will be in touch.

Landing pages suit offers that need explanation, such as a renovation package, a training program or a service contract. Each language version needs its own page, its own consent banner text and its own tracking checks.

Click-to-WhatsApp and Messenger ads suit customers who would rather ask a quick question than fill in a form. The weak point is follow-up. Quick replies are written in both languages, a named French speaker and a named Dutch speaker cover the inbox, and the originating ad is saved against each chat in the CRM, automatically if your messaging tool receives Meta's referral data, by hand otherwise.

Per community, the routes are then ranked by contacts your sales team accepts.

Consent, server events and Belgian advertising restrictions

Belgium applies the EU rules on personal data and cookies, overseen by the Belgian Data Protection Authority, which has taken an active interest in consent banners and online tracking. For Meta campaigns, that shapes two things. The Meta Pixel should load only in line with each visitor's choice. Server-side events are still personal data in transit, so they need a legal ground and must be explained in the privacy notice in each language you publish. I configure them, prevent double counting and record what leaves your systems. Your data protection advisor decides whether the approach is lawful for you.

Content rules matter too. Meta treats certain housing, employment and financial-product ads as special categories, with limits on targeting by age, gender and detailed location. Employers, lenders, brokers and property platforms should plan for that from the start. Health, alcohol, gambling and supplements carry their own platform policies and Belgian or EU rules.

Brussels raises a further question. Associations, federations, NGOs and public affairs teams often communicate about policy. With Meta pulling political, electoral and social issue advertising from the EU in response to the transparency regulation, a campaign about a policy file may simply be refused. I check the current policy and your message before planning, and refer regulatory questions to your advisor.

Frequency, audience size and feedback from the CRM

Splitting a small country by language leaves audiences that are smaller again, and a regional campaign in Dutch or French can saturate quickly. When frequency rises, people see the same ad too often, results soften and comments turn critical. I watch frequency per community, plan creative refreshes in both languages at the same time so one side is not left with stale ads, and resist the urge to broaden audiences until the CRM shows the leads are good.

The CRM is where lead quality is decided:

  1. Every form and message lead lands in the CRM automatically, with campaign, language and ad recorded.
  2. Sellers in both communities use the same few statuses, for instance reached, suitable, visit booked and signed.
  3. A connector, integration platform or API call reports those statuses to Meta.
  4. When enough of them accumulate, delivery is pointed at the later status.

Reports then show spend and outcomes per community, so you can see whether Flanders, Wallonia and Brussels behave differently and adjust budgets accordingly. Questions About Meta Ads Belgium

Often all three, as separate ad sets. Brussels is officially bilingual and has a large international population, so language targeting matters more than location alone. I usually run French and Dutch ad sets for Brussels, add English when your offer suits international residents, and compare them on accepted leads before deciding where budget should go.

It can, but a form per language usually works better. People expect the questions, privacy text and confirmation message to continue in the language of the ad. Separate forms also make it easier to route leads to the right person and to compare how each community responds.

Probably not as paid ads. Meta is withdrawing political, electoral and social issue advertising from the EU under the transparency regulation, and content about legislation or public debate is likely to be caught. I check the current policy against your message and suggest alternatives, while legal questions go to your advisor.

They limit it rather than forbid it. The Pixel may only run for visitors who agree, and server events need their own legal ground, so Ads Manager will miss part of your results. I build within those boundaries and base budget decisions on statuses in your CRM, which cookies do not affect. Your privacy advisor gives the legal view.
