Why bring in a Zoho People consultant in Portugal?
For an employer in Portugal, a Zoho People consultant sets up working time records, the annual holiday plan, calendars for mainland municipalities and the Azores and Madeira, remote work requests and residence document tracking for international hires. Payroll stays with your accountant or payroll provider, fed by a monthly file. Legal requirements are confirmed by your labor advisor, and my work is remote with no tie to Zoho.

Portuguese employers range from hotel groups with seasonal staff on the islands to technology and service centers hiring people from across Europe and beyond. Both need a dependable record of working time, holidays and employee documents, and both tend to outgrow the spreadsheet early.
Zoho People can hold working time records, the holiday plan, leave requests and employee files in one place, with calendars that reflect where each person actually works.
My part is the design and configuration, done remotely and with no Zoho commission. Your labor advisor confirms the legal rules, and payroll stays with the accountant or provider who runs it today.
The design starts with your locations, your mix of local and international staff and the payroll route already in place.
Start, end and break times captured in a browser, the mobile app or a supported device, with break rules, manager approval and a correction trail, configured to the method your labor advisor accepts.
Employees propose holiday dates, managers balance cover and HR publishes the agreed plan for the year, with later changes recorded rather than overwritten.
National dates plus the regional holidays of the Azores and Madeira and the municipal holiday of each town where staff work, assigned by location.
Passport, residence permit and other document records for staff from outside the EU, with expiry reminders to HR and access limited to those who need it.
Absences, overtime, joiners, leavers and contract changes exported monthly in the format your accountant or payroll provider imports, reviewed for gaps beforehand.
Fast joiner and leaver checklists for hotels, restaurants and tourism operators that hire for the season, so contracts, training records and equipment are never left open.

Managers and staff live
Portuguese labor law expects employers to keep a record of working time for their staff, including start and end of work and breaks, available for inspection. Paper books and spreadsheets still fill that role in plenty of companies, which makes corrections hard to trace and leaves the record exposed when a dispute or inspection comes.
In Zoho People I design the record around decisions your labor advisor should sign off:
I test the configuration against real cases, such as a split shift in a restaurant or a support agent covering a late slot for a client in another time zone. Your labor advisor then judges the result against current Portuguese rules, and only after that does it replace the paper book.
Portuguese employers prepare an annual holiday plan showing when each employee will take paid holiday, and staff commonly concentrate their time in summer. Coordinating that by email across teams leads to gaps in cover, especially in hotels, restaurants and customer service operations that are busiest exactly when people want to be away.
Zoho People can run the process as a workflow: employees propose dates, managers see team overlap and approve, HR publishes the agreed plan and any later change is recorded. Rules on minimum consecutive days, deadlines and how the plan is displayed come from your labor advisor, and I configure them as they specify.
Public holidays add another layer. Alongside national dates, each municipality observes its own holiday, and the autonomous regions of the Azores and Madeira have regional holidays of their own. A group with headquarters in Lisbon, a development center in Braga and hotels in Funchal or Ponta Delgada needs a calendar per location:
Before launch, your advisor checks the dates for every site.
Portugal attracts companies that build service and technology teams with people from many countries. That brings document work that Portuguese-only teams rarely face: passports, residence permits and their renewals for staff from outside the EU, and tax or social security registrations that new arrivals need before their first salary.
I structure the employee record so those documents are visible to HR without being visible to everyone:
Which permits and registrations apply to each person is a question for your immigration and labor advisors; the system only makes sure nothing is forgotten.
Remote work is common in these teams. Portuguese law sets conditions for telework, including a written agreement and rules on equipment and expenses, and your advisor will explain what applies. Zoho People can record the agreement, route requests and show who works where on which day. I configure notifications to respect working hours, since remote staff should not receive approval reminders late at night.
Payroll in Portugal is usually produced by the company's accountant or a payroll provider, who also handles social security and tax submissions. Ask Zoho whether a payroll product is available for Portugal in your case; until that is confirmed, I plan for Zoho People to feed the existing provider rather than replace it.
The monthly handoff is agreed with the provider directly:
Where a workers' committee exists, introducing new monitoring or time recording methods may require informing or consulting it. Location tracking on mobile check-in and any biometric option raise data protection questions as well. I bring those topics to your labor advisor and data protection lead early, and configure only what they approve.
GDPR applies to every HR record. Which Zoho data center stores the account is worth asking Zoho in writing, with the reply filed among your GDPR records. Portuguese policies and notices come from native speakers on your HR team, who write or review them; the engagement runs in English.
For permanent teams, Zoho People supports review cycles, objectives and feedback, which suit service centers and technology firms that compete for talent and need a structured career conversation. For seasonal operations in tourism, the value is speed: a joiner checklist that gets contracts, safety training and uniforms done before the season starts, and a leaver checklist that closes everything when it ends.
There are cases where I would recommend another route:
For how Zoho People sits with the other apps, see Zoho in Portugal, the Portugal hub and my ERP consultant in Portugal page. Service centers that track client hours should also read Zoho Projects in Portugal. Sessions are online, and each ends with a written summary.

It can capture when each person starts, stops and pauses, keep every correction traceable and accept entries from a browser, phone or terminal. Your labor advisor judges whether the setup meets current Portuguese rules; I follow their specification and run Zoho People in parallel with the existing record until they are satisfied.
Yes, through location-based holiday lists. I set up national dates, a regional list for each island region and municipal holidays for every site, then link employees to their work location. Someone must refresh those lists every year, so I hand over a short checklist and name who owns it.
Plan on payroll staying with your accountant or payroll provider unless Zoho confirms a Portuguese payroll product for your case. Zoho People then supplies absences, overtime and staff movements in a monthly file their software imports, so nobody retypes data and corrections become rarer.
Yes. I set document types with expiry dates and reminders for HR, store scans in restricted folders and add onboarding steps for each registration a new arrival must complete. Which permits apply to each person is for your immigration or labor advisor to confirm.
No. I am an independent consultant with no partnership, resale or commission arrangement with Zoho. Licenses are bought from Zoho or any partner you pick. If a different HR tool suits your company better, I explain why in writing before you buy anything.
Every business is different. Share where you are today and what you want to fix, and I’ll tell you honestly whether and how I can help.
