Why Meta leads paid media in Iraq, and its limits

Facebook, Instagram, Messenger and WhatsApp are where many Iraqi consumers discover products, compare prices and ask questions. For businesses selling cars, phones, furniture, clothing, cosmetics, medical and dental services, education and new housing, Meta is usually the first paid channel worth testing. It also suits recruitment for retail, sales and field roles, and promotion of exhibitions and openings.

Its limits are real. Business buyers at oil and gas operators, international contractors and aid organizations are rarely reached well on Meta; they are better approached through introductions, tenders and LinkedIn campaigns for Iraq. Meta also struggles to measure anything after the first message when sales happen by phone and cash, which is why tracking needs deliberate design.

Engagement-focused campaigns are a common trap. Posts boosted for likes and comments look busy, but those audiences are rarely the ones who buy. I set each campaign around a business outcome, such as conversations with serious buyers, booked appointments or confirmed orders, and judge it on that.

Connectivity interruptions and changes in circumstances can affect delivery and response at short notice. Campaigns are built so they can be paused and restarted without losing their structure, and the team knows who decides when.

Iraqi Arabic, Kurdish and regional audiences

Iraq is not one audience. Customers in Baghdad and the south respond to Iraqi Arabic, while much of the Kurdistan Region reads Sorani or Badini Kurdish, and many younger buyers in Erbil and Sulaymaniyah also use English or Arabic. Prices, delivery coverage, opening hours and even product ranges often differ between regions.

I usually split campaigns by region or governorate where the offer or language changes. That keeps budgets visible and lets you see whether Basra produces more confirmed orders than Mosul, or whether Kurdish creative outperforms Arabic in Duhok. Meta's language targeting options change over time and may not cover every dialect, so the creative language and location settings usually do most of the work.

The engagement runs in English. The copy itself is written by native speakers: Iraqi Arabic that sounds local rather than formal, and Kurdish in the right script and dialect for the area. I prepare briefs with the audience, offer, price where shown, claims you can support and the call to action, so everyone producing the creative works from one agreed set of facts.

Turning Messenger and WhatsApp chats into tracked sales

Most Iraqi buyers respond to an advert by sending a message, and a strong campaign can produce more chats than staff can answer well. When chats are handled on personal phones, three things go wrong: slow replies lose customers, nobody knows which advert started the conversation, and the record leaves the company when a salesperson does.

A practical setup has a few parts:

  • Messenger and Instagram Direct connected to a shared inbox or a CRM with a social inbox
  • WhatsApp shifted onto the Business Platform via an approved provider, letting chats that began on an advert carry that origin
  • Opening questions in the advert, such as city, model or budget, to start useful conversations
  • Saved replies in Iraqi Arabic and Kurdish for common questions
  • A rule for when a chat becomes a lead and who owns it

Staff then mark each lead as visited, ordered, delivered or lost. That simple habit lets you compare campaigns by sales rather than by messages, and, once volumes allow, send outcomes back to Meta through the Conversions API so delivery favors people who buy.

Delivery orders, lead forms and confirming real buyers

Home delivery shops across Iraq often take orders through a chat or an instant form, confirm them by phone and collect cash at the door. Some orders are never confirmed, and some are refused on delivery. If the campaign counts every form or order as a success, Meta learns to find people who order easily but do not pay.

I set up order stages that reflect what really happens: received, confirmed by phone, dispatched, delivered and returned. Reports compare campaigns by delivered orders and return rates, and where practical the confirmed or delivered stage becomes the event sent back to Meta. The same principle applies to clinics and showrooms, where a booked visit or a completed visit matters more than a message.

Instant forms suit offers where a callback is natural, such as a car test drive, a property viewing or a course inquiry. Their weakness is casual entries and mistyped numbers. A qualifying question, the higher-intent form option and a confirmation screen with clear next steps help, as does calling quickly while the person still remembers the advert.

Paying for ads, restricted categories and data

Paying Meta directly can be difficult for Iraqi companies, depending on access to international cards and banking. Many end up paying through an agency, an intermediary or an employee's personal card. That can work, but it often means the ad account, pages or pixel belong to someone else. The practical options should be confirmed with your bank and accountant.

Some categories need care. Depending on Meta's rules where ads are delivered, campaigns for housing projects, job vacancies or loans and installment plans may require a special ad category with narrower targeting. Medical and cosmetic services face limits on claims and imagery. Social and political topics carry separate authorization requirements, and I keep commercial campaigns clear of them.

Iraq's rules on personal data are less consolidated than in some neighboring countries, but customer lists and server-side events still involve personal information, and contacts in other countries may bring their own laws. Yes. Many Iraqi businesses sell through chat, instant forms and calls, and campaigns can be built around those. What matters is recording outcomes: a shared inbox, a simple CRM or order log, and a habit of marking which chats became sales. A basic landing page can come later, mainly for offers that need more explanation.
